CRISIS OF PARTY SYSTEMS AND CARETAKER GOVERMENTS: Czech Republic and Italy
Seidel, Antonín ; Buben, Radek (advisor) ; Znoj, Milan (referee)
Since 1990s of the twentieth century to the present, the so called caretaker governments have served as a political crisis solution in the Czech Republic as well as in Italy. Caretaker government is an institute of temporary cabinets with a non-partisan prime minister. Other members of this type of government are usually non-partisan as well (but not necessarily all of them). This is the main feature that distinguishes the caretaker government from the traditional government led by political parties. The thesis aims to identify common points and circumstances leading to the establishment of caretaker governments on the example of two relatively close parliamentary republics from the institutional design's point of view. It focuses mainly on the status of political parties as it is their failure that leads to the fall of the previous cabinet and to the situation when it is impossible to form a parliamentary majority in order to establish new government led by political parties. Special attention is also paid to a role of the president of the republic. Face to face with weakened political parties, he executes his powers in a more autonomous way in accordance with a presidential accordion theory described by Mauro Tebaldi, especially his powers to appoint the prime minister which fundamentally works...

Their memoirs will be compared with the memoirs of other political icons of that time. Sergeeva, Oxana ; Kazharski, Aliaksei (advisor) ; Laryš, Martin (referee)
Reference SERGEEVA, Oxana. Enteral Predispositions of the Conflict in Donbass. Prague, 2021. Master's thesis. Charles University,Facultyof Social Sciences,Institute of SecurityStudies. Abstract The Revolution in Ukraine of 2014 has brought a lot of regional and international changes. Even though the crisis appears to be over, the new official authorities of Ukraine and the self- proclaimedDonetsk and Lugansk people's republics are still conflicting. It has commonly been assumed that the armed conflict in Donbas was the result of a latent Russian military aggression against Ukraine and that forces opposing the Ukrainian government do not represent the local populationrather being sponsored by the Russian authority. However, external incentives arguably could not lead to the emergence of a viable and widespread rebel movement unless there were internal predispositions to the emergence of armed separatism. It is vital to address problems within the country to identify domestic preconditions for invasion and conflict incitement. This researchwould argue that a key role in the emergence of the armed separatist movement in Donbas was played by at least two factors: historicallyformed polaritywithin the Ukrainian populationand the structure of the government. Thus, the armed conflict in Donbas was the result of a...

The following part deals with circumstances of the general elections that took place in May 1946, elections, that resulted in a quite unexpected win of the Democratic Party in the Slovak part of Czechoslovakia. The complot and the following crisis form the main theme of the thesis. These occasions deserve maximal attention because they explicitly show that the decisive politics was dominated by the bloc...
